Is user tracking possible through a site using actinic? If so, how simple (or not) is it to implement?

This should be reasonably easy using cookies (assuming the EU doesn't ban them, of course). Either the documentation or the Actinic site should have more details. If that fails, your server logs can be interpreted to track a user's progress through your site, using an analysis package such as WebTrends or Analog.
